Statutes Of Don Bosco Higher Education India (DBHEI)

Don Bosco Higher Education India is a body set up by the Salesian Provincial Conference of South Asia (SPCSA) for reflection, sharing and coordination among those involved in the youth ministry in Don Bosco institutions of Higher Education. It operates as part of Don Bosco Youth Animation- South Asia (DBYA SA), with relative autonomy as determined by its statutes.
The official name of this body is: Don Bosco Higher Education India (DBHEI).

  • Ensure an on-going and deep reflection on the identity and mission of the salesian presence in the field of higher education.
  • Ensure in each institution an on-going process of reflection and evaluation of the criteria, mechanisms of management of academic structures to be innovative and consistent with the educational and pastoral purpose that characterizes the identity and mission of each DBHEI institution.
  • Guarantee in each institution an active salesian presence, both quantitative and qualitative, made up of religious and lay collaborators, capable of directing and animating a project at cultural, scientific, academic and pastoral level.
  • Ensure the institutional strength of each DBHEI institution and the quality of its educational programmes so that it stays relevant to the integral formation of the young and to the ever changing needs of society.
  • Ensure an efficient economical and financial management of each DBHEI institution to promote sustainable self-reliance while at the same time paying special attention to underprivileged youth.
  • Guarantee the quality formation of its students within a university model inspired by the principles of the preventive system of Don Bosco ensuring their personal and professional growth, and their formation to be committed and productive citizens of the country.
  • Promote a social and cultural impact through academic activity in every DBHEI institution. It shall strive to contribute to better understanding of the social situation and its transformation through study and research. In this endeavour, it shall concentrate especially on those aspects that concern the living conditions of the young and care for the marginalised.
  • Continue to work on strengthening the DBHEI network and the development of synergy between the DBHEI institutions and other such institutions within the larger society through active involvement and participation.
  • Continue to work consistently on strengthening the DBHEI network through the structures of government of the Provinces.
  • Explore and implement training cum practice projects towards employability skills and generation of fund for the same through different agencies.
  • Promote research, publication and extension activities in each of DBHEI institution through generation of funds from state, national and international groups.

Organisational Structure

  • Every Don Bosco institution of higher education in India. (Membership is for the Institution. A representative of Institution participates in the General Body)

  • DBYA National Coordinator for Education and Culture
  • Higher Education Institutions from the Salesian Family in India
National Convention is the DBHEI meeting of all the Salesians and staff working in Don Bosco institutions of Higher Education in India, on an annual/biennial basis. All members are part of the National Convention and others may be invited to the convention as and when needed.

    The General Body of DBHEI consists of the following members:

  • President (the Provincial in-charge of Higher Education)
  • National Delegate for Youth Ministry
  • National Co-ordinator for Education and Culture DBYA-SA
  • IUS South Asia Representative
  • DBHEI Secretary
  • DBHEI Joint Secretary
  • DBHEI Treasurer
  • Provincial level Coordinator for DBHEI from each Province appointed by the Provincial.
  • All Institutes of Don Bosco Higher Education in India to be represented by the respective Secretary/Principal

    The Governing Body of DBHEI consists of the following members:

  • National Delegate for Youth Ministry (presides over the meeting).
  • National Coordinator for Education and Culture DBYA-SA
  • IUS South Asia Representative
  • DBHEI Secretary
  • DBHEI Joint Secretary
  • DBHEI Treasurer
  • Provincial level Coordinator from each Province

Roles & Functions

  • To draw up its annual plan and to propose it to the SPCSA Council for approval
  • To propose once in three years, three names to the SPCSA Council, from whom the SPCSA may appoint/reappoint one as the Secretary.
  • To elect Joint Secretary and a treasurer once in three years
  • The Governing Body ordinarily meets twice a year
  • It functions as the animating nucleus for salesians in India in matters related to Higher Education.
  • It is the decision-making body of DBHEI and finalises any programmes and projects to be presented to the SPCSA
  • The Executive Body of DBHEI shall consist of five member team which shall include the Secretary, Joint Secretary, Treasurer and two more members elected by the General Body.
  • It deals with all those matters entrusted to it by the General Body and ensures the implementation of activities taken up by the annual general body
  • The Executive Body could meet many times during the year to carry out the decisions made by the General Body of DBHEI.
  • The Secretary shall call for the meeting as and when necessary in view of organizing national and international events or to carry out researches or any other activities as decided in the General Body/Governing body of DBHEI.

Roles and Functions of office-bearers

  • He is appointed by the SPCSA from among the three names presented by the General Body of DBHEI for a period of three years, at the expiry of which he may be reappointed. It is his responsibility to organise and coordinate the Network.
  • He is the official representative of DBHEI. His specific task will be to liaise with National and International bodies to build up as a Forum and Network of DBHEI in India.
  • Every year he presents to the DBYA Board and SPCSA a report of the activities and budget of DBHEI
  • He participates on behalf of DBHEI in meetings convoked by the Congregation, church or Government on higher education.
  • Together with the National Coordinator for Education and Culture (DBYA) he will pool together the education experts in Salesian India to further study and research about Don Bosco educational system.
  • He is accountable to the General Body and the Governing Body of DBHEI.
  • He shall call for the meeting of the Executive Body as and when necessary to carry forward the goals of DBHEI
  • The Joint Secretary is elected by the General Body for a period of three years and he will assist the Secretary in organising the National Convention, General Body and Governing Body meeting or any such activity for inter-provincial collaboration as and when the occasion arises.
  • He will ensure communication and networking among the members at the national level for the formation and training of Salesian personnel involved in higher education.
  • He will be in charge of publication, website and dissemination of activities by DBHEI.
  • The Treasurer is elected by the General Body of DBHEI for a period of three years.
  • He will prepare, present the annual financial plan and budget of DBHEI.
  • He will collect the annual subscription from all members and maintain the accounts and get them audited and present the same to the Governing Body and General Body.

Finance

The finance necessary for the functioning of DBHEI would be generated from its own resources of annual membership fee or from donors or from provinces or agencies in accordance with the budget approved by the Governing Body.

Elections

Election will be held once in three years and every member institution has one vote. The Secretary’s name will be nominated by the Assembly and passed on to the Salesian Provincial Conference of South Asia (SPCSA) for appointment. The other office bearers will be elected by two third majorities of the members present in the general body meeting.

Amendment

Any amendment to these statutes needs two-third of the votes of those present in the DBHEI General Body and the subsequent approval of SPCSA.
